MISSING RUSSIAN.
COMPLAINT BY AMBASSADOR. PLANS FOR SUPPORTERS. MOSCOW, Feb. 3. The Soviet Ambassador, M. Dovgalevsky, has notified tho French Government that the supporters of General Koutepoff, the missing leader of the Russian refugee officers, are planning a raid on the Soviet Embassy, with the object of causing a rupture with France. The Soviet press bitterly protests against hostile French newspaper comments arising from tho Koutepoff affair, f The Russian refugees' newspaper Renaissance is offering £BOO for information regarding tho recent kidnapping of General Koutepoff. It is alleged that eye-wit-nesses state that a woman in a fur coat acted as a decoy, but according to the Petit Parisien the police are satisfied that the woman was not connected with the affair.
