A rousing welcome was given in Madrid to-day to the released artillery officers and men who were imprisoned a year ago for revolt against the ex-Dictator, General Primo de Rivera. All varieties of students have resumed peaceful lives, and the entire city is tranquil under General Berenguer's programme of restoring full constitutional liberty. "The spiritual peace and material tranquillity of all Spaniards by a complete welding of the past and future without abrupt changes and the keeping of everything the Dictatorship left in its constructive policy are the chief aims of the new Government," said General Berenguer, in an address to a meeting of CaptainsGeneral. "I believe Spain has entered upon a path which will lead quickly to a splendid renaissance."
