FORMATION OF CABINET. TARDIEU ACCEPTS THE TASK. (Received November 1, 7.15 p.m.) LONDON. Oct. 31. M. Clementel has abandoned his attempt to form a Ministry in France, as the Radical Socialists whom ho had asked to join it demanded that they should first approve his programme. The Paris correspondent of the Times says M. 1 Tardieu, who was Minister of the Interior in M. Briand's Cabinet, has provisionally accepted the task of forming a Cabinet.
