REQ LIGHTS ON BACKS.; LONDON STREET PRECAUTION. LONDON, Oct. 16. It has been decided that tho London traffic polico shall be equipped with red rear-lights. Tho idea is that motorists of all types, and even pedestrians, shall have no difficulty in seeing a constable whoso red lamp, fixed to his back, will tjirow out a beam of warning to oncoming traffic^
