INDUSTRIAL QUESTIONS.
SYDNEY. Sept. 20,
A majority report of the Royal Commission on the Constitution says industrial legislation is the function of tho States.
The Federal Parliament, says the report, should not be occupied with industrial questions, nor should tho Federal election turn on industrial issues.
A minority report contends that tho Constitution should be remodelled on lines of unification father than federation
