NEW SOUTH WALES SCHEME.
ELECTION OF MEMBERS.
SYDNEY. Sept. 20,
Tho Now South Wales Government's proposals for the reform of the Stato Legislative Council provide for a membership of 60 to bo elected by a joint poll of both Houses on the proportional representation system, with a single transferable vote.
The term of membership would be nine years and one-third of the members would retire every three years. In tho event of a deadlock the Governor would be empowered to convene a joint silting of the two Houses.
If a measure were agreed to by a majority of tho members it would bo taken as having been passed by both Houses. If not the measure could bo submitted to the people by referendum or tho Assembly could bo dissolved. Tho present members of the Council would retain their privileges.

In the Legislative Assembly to-day the motion of censure moved by tli9 Leader of the Opposition, Mr. J. T. Lang, was defeated by 42 votes to 37.
