FRENCH WAR DEBTS.
AGREEMENTS UNPOPULAR. CABINET CRISIS REPORTED. United Service. LONDON, July 7. Tho Paris correspondent of the Daily News says a political crisis in France has resulted from tho reluctance of the Chamber of Deputies to ratify unconditionally the debt agreements with Britain and the United States. The formation of another Cabinet with a new Premier seems fo bo tho most likely exit from tho deadlock. The most alarming feature in the present crisis, says tho correspondent, is the great effort being made to mobilise the general public against tho debt settlements of France. Royalist agitators especially aro active. They have distributed throughout the country thousands of leaflets denouncing any " policy of abandonment" alike as regards war debts and the occupation of tho Rhine. Warnings to the effect that a refusal to ratify the debt agreements will lie tantamount to a declaration of national bankruptcy, and probably will lead to reprisals by the United States, havo gone completely unheeded by the hot-heads.
