EDUCATION PROBLEMS.

INCREASE IN EXPENDITURE. EFFICIENCY WITH ECONOMY. [BY TELEGRAPH. —PRESS ASSOCIATION.] WELLINGTON. Wednesday. The Hon. R. A. Wright, Minister of Education, in welcoming the Council of Education to-day, said it was for them to consider the matter of agricultural education. The physical instruction of primary scholars was another important question. Was the present system of travelling instructors the best that could be devised, or should there be concentration on training colleges ? Secondary school hostels provided another problem. The expenditure on education had increased from £1,750,000 in 1916-17 to £3,903,000 in 1926-27. This increase of 140 per ctint. no one would grudge. The Government was trying to conserve its funds without impairing efficiency, so as to have more money to spend upon urgent reforms. The building programme had increased to an enormous extent since the war. There had been a, remarkable expansion of post-primary education. The cost of building had greatly increased, too, but the department was acquiring sites ahead of actual requirements, and in this way was effecting a great saving.
