THE POSITION! OF LEADER, SIR FRANCIS BELL TO RESUME. [BY TELEGRAPH. —OWN CORRESPONDENT.! WELLINGTON. Monday. In reply to a question to-day the Prime Minister, Mr. Coates, it lias been decided that Sir Francis Beil should resume his duties as Loader of the Legislative Council. When Sir Francis left last year to represent Now Zealand at the sittings of the Mandates Commission of the League of Nations Sir R. Heaton Rhodes, who had a few months previously retired from the House of Representatives, was appointed to the Legislative Council, and he assumed the seat of Sir Francis Bell as acting-leader of that chamber. At. the same time Sir Francis was reappointed a member of the Council although ho was unable t|o tako his scat.
