NEW HOME RULE BILL.
PARLIAMENT FOR SCOTLAND. PROPOSAL OF LABOUR MEMBERS. A. and N.Z. LONDON. April 6. The Rev. James Barr, Labour member for Motherwell, has circulated a bill in the House of Commons which seeks to .confer on Scotland a single' House of .Representatives of 148 members. The bill is backed by ail the Scottish Labour members. If it as passed, Scots representation in the House of Commons will cease. Under its provision a Lord High Commissioner in Scotland would be appointed to represent the King. The Scots Parliament would deal with all domestic affairs except the defence forces and foreign affairs, which would be administered jointly by the British and the Scots Ministries.
