NEW PACIFIC CABLE.

LAYING THE DUPLICATION. WORK TO BE COMMENCED. ENGINEER AT VANCOUVER. By Telegraph—Press Association—Copyright. (Received 5.5 p.m.) A. and N.Z. VANCOUVER. Oct. 8. Mr. E. W. Smith, an engineer of the Telegraph Construction and Maintenance Company, London, arrived at. Vancouver to-day en route for Bamfield, Vancouver Island, the Pacific cable terminus. Ho will carry out tests of the new 3600 miles of cable to Fanning Island. The new cable, which weighs 7200 tons, is aboard the ship Dominia. She is due here on Friday next. Mr. Smith says he expects the work of laying the cable to start within three weoks and to bo finished in 15 days. It is expected that cable communication between Canada and Australia will bo speeded np 300 per cent. The speod of the existing cable is about 250 words a minute. This will be maintained, and the new cable will have a speod of 750 to 1000 words a minute. DECREASE IN RECEIPTS. AMERICAN ) BUSINESS LOST. MORE GOVERNMENT TRAFFIC. Australian and N.Z. The report of the Pacific Cable Board for tho year ended March 31 last shows that tho total traffic receipts were £453,596, which is a decrease, compared with the previous yea.r, of £81,416^ This decrease is attributed partly to the loss of American business and partly to the reduced rates. The excess of receipts over expenditure was £149,770, of which £70,144 has been allocated to the reserve and renewal fund. This fund consequently stands at £2,313,971. About 11,900,000 words of international paying traffic were transmitted last year, which was about the samo as in the previous year. Full-rate traffic decreased by 570,000 words. Deferred telegrams, daily letter telegrams, week-end telegrams and Government business showed increases.
