PACIFIC CABLE BOARD.
CANADA'S PARTNERSHIP. REPORTED BRITISH BILL. Australian and N.Z. Cable Association. (Reed. 10.5 p.m.) VANCOUVER. Oct. 6. The Toronto Star publishes a despatch from Ottawa which states that Canada's co-partnership in the Pacific cable enterprise will be definitely enunciated at the Imperial Conference ;n London. Iho despatch says: It is understood that the Dominion will steadfastly refuse to have the Pacific cable dispute aired at the Conference. It holds 'that it affects only the four parties to the agreement, namely, Britain, Canada, Australia and New Zealand. The British authorities are expected to yield the point, but they will, it is thought, take advantage of the presence of the overseas Prime Ministers who are interested to seek a settlement of the matter. To this end, says the message, a bill has been drafted and is ready to submit to the British Parliament. It will first be considered by the Prime Ministers of Canada, Australia and New Zealand. This bill is said to recognise the basic principles laid down by Canada as tho conditions upon which she will permit the cable to be landed on the Pacific coast of tho Dominion These conditions are that Canada shall ho fully recognised as a co-partner in the undertaking, with an equal status to that of Britain, that the chairman of the Cable Board shall be appointed by tho members of tho board and not by the British Treasury Board, as at present; that regulations be enacted putting aside certain sums as a reserve; that if any dividends arc available Canada's partnership shall be fully recognised in their distribution.
