RUSSIA AND THE SWISS.
RELATION? STILL STRAINED. DISARMAMENT CONFERENCE ISSUE A. and N.Z. GENEVA. Feb. 16. Russia has failed to induce Switzerland to resume normal relations. Therefore the Soviet will not be represented at the preliminary Disarmament Conference if it is held on. Swiss soil. The local newspapers appeal to the League of Nations not to yield to pressure from the Soviet to hold the conference outside Switzerland. They assert that the League has made the maximum concessions compatible with its dignity.
