Amery, Secretary of State for the Dominions, speaking at the opening of the Imperial Social Hvgiene Congress at the Empire Exhibition, dealt with the problem of social disease. He Raid it was beginning more and more to be realised that the administration of the whole Empire must be based on a sound health policy. They were beginning to see in Africa 4 h"it tropical disease was not. something inherent in the climate so much as due to neglect, and that it was preventable. Although Africa was the country chiefly in need of attention, the same necessity existed on a smaller scale in many other parts of the Empire. The problem of venereal disease was most serious, but he was hopeful, because no disease was more capable of ciye.
