STUDYING THE CAUSES. PARLIAMENTARY UNION MOVES. A. and N.Z.-Beuter. WASHINGTON. Oct. 4. Three resolutions which paved ihe way for the conference of the Inter-Parlia-mentary Union to consider the question of a reduction in armaments at Monday's session, were passed last evening. The first resolution drafted by Mr. Elihu Root expressed appreciation of the work of the Pan-American union of the League of Nations on codification of international law. It urged " a general and constructive plan for such codification, based on the progress made during recent years, with a view to defining the fundamental conditions of a regime of peace to be instituted between the nations." The second resolution was introduced by Senator Fontaine, of the Belgian delegation. This provided for "a declaration of tha rights and duties of nations" which "would prove a powerful factor in promoting among them a sense of order, of international justice and responsibility." M. V. V. Pella, of the Rumanian delegation, introduced the third resolution. This would create a permanent committee on juridical questions " to undertake the study of all the social, political, economic and moral causes of wars of aggression, and to find practical solutions for the prevention of thai crime."
