EVE OF PACT CONFERENCE.
DELEGATES AT LOCARNO. OPTIMISM OF THE GERMANS. RUSSIAN ALLIANCE DENIED. By Telegraph—Press Association—Copyright. A. and N.Z. LONDON, Oct. 4. A telegram from Locarno, Switzerland, says that all the delegations have now arrived for the conference on the proposed Enropean security pact. Everything is ready for the conference to-morrow. The German Chancellor, Dr. Luther, in an interview, expressed his confidence that the conference would produce decisive results if the negotiations were carried on in the spirit of mutual goodwill, and on a basis of equality and reciprocity. The German Minister for Foreign Affairs, Herr Stresemann, said the conference should aim at the re-establishment of sound finances and the promotion of technical progress. The hegemony of Europe had been definitely destroyed. No single Power was able any longer to pursue a policy of isolation. He denied hotly that his recent conversations with M. Tchitcherin, Russian Commissar for Foreign Affairs, had shown that Germany was seeking an Eastern orientation. SOVIET'S SUGGESTION. MILITARY AGREEMENT. NOT FAVOURED IN BERLIN. (Received 10.5 p.m.) Reuter. PARIS. Oct. 4. The Berlin correspondent of Le Matin states that M. Tchitcherin proposed to Hen- Stresemann to extend the treaty of Rapallo if the Locarno conference did not result favourably to Germany. This would mean the conclusion of a military alliance including, if necessary, Poland. The proposal has not attracted the political or military leaders of Germany, however, although a few of the leading industrialists have expressed themselves in favour of it.
