NEW FRENCH CABINET.

Tho French Cabinet is comprised as follows :—M. Painleve, Premier and Minister for War; M. Briand, Foreign Minister; M. Caillaux, Minister for Finance; M. de Monzie, Minister for Education ; M. Schrameck, Minister for the Interior; M. Steeg, Minister for Justice; M. Chauniet, Minister for Commerco: M. Andre Hesse, Minister for the Colonies. A meeting of the Radical Party, of which M. Caillaux was formerly leader, passed a unanimous vote of confidence in M. Caillaux after a speech, in which ho appealed to them to support him in restoring French finances. M. Caillaux said that the situation in tho Treasury was serious, but that ho anticipated being able to bring it back to normal. Tho meeting was hold after a conference lasting 2£ hours between M. Caillaux, the governor of the Bank of France, and tho heads of tho principal French banks at tho Ministry of Finance. Tho financial situation was thoroughly explored at the conference. M. Caillaux, M. Malvy, and M. do Monzie conferred with M. Painleve last night, their deliberations lasting until nearly 2.30 this morning. M. Caillaux, when subsequently questioned, went no further than to say that the financial problem which had been under discussion was too serious to be settled in an hour. M. Caillaux will meet tho Governor of tho Bank of France to-morrow morning and obtain certain information, particularly in regard to tho state of the Treasury. It s concluded from the duration of j .last night's conference that a rather seri ous difference of opinion arose. Fresh conversations will be held to-morrow morning. The Matin says that M. Poincare created a great impression by declaring in the Senate lobby that the selection of M. Caillaux would be a challenge to the Senate. It is stated that the police this morning arrested outside tho Quai D'Orsay a disabled ex-soldier, apparently demented, who was brandishing a revolver, declaring that he was waiting to shoot M. Caillaux.
