MINISTER URGES CAUTION.
CHARGE ON LAND TOO HEAVY.
THE PROBLEM OF ROADING.
£'I am afraid there has been reckless borrowing by local bodies,", said the Minister fov Public Works in his speech at Tauranga on Saturday evening. "It might be said that the Government has done the same, but the difference is this: local borrowing is a charge upon the settlers. In tome rural areas rates are as high as £1 and £1 10s an acre. Such a position is dangerous, particularly when part of the liability has been incurred upon wjrks that have long since passed the stage of usefulness." Mr. Coates spoke of the importance of State roading and local reading policies being closely co-ordinated, and said that concrete roads or tar-sealed roads for ordinary rural purposes were out of the question. They must go forward slowly in this matter and not undertake heavy liabilities until it is quite certain the locality could carry it. All road expenditure should be directed toward a well-defined policy and all wild-cat schemes eliminated.
