A report from Washington that the United States Debt Funding Commission may ask France and other countries to arrange to fund debts due to th© "United States is arousing considerable interest. • • . The French do not intend to repudiate their debt, but it is argued that money owing to the United States was borrowed to meet war expenses carried on in a common ' cause, and that distinction should be made between such debt and the reparation debt owed by Germany. It is contended that France should not be asked to pay the debt to the United ; States before German payment of reparation is assured.
