PENDING JAPANESE BILL.
POPULAR DEMONSTRATION. A. and N.Z. TOKIO, Feb. '23.
Ten thousand police and troops were called out to control a demonstration ,in favour of the Universal Suffrage Bill 'to be introduced in the Lower House of the Diet to-morrow. Delegates representing all parts of the Empire participated. The demonstrators marched in procession aroiind ' the palace and cheered the Emperor. - .
