The commission is convinced that Gernany's difficulties are financial rather ihan. economic, and in a great measure are lue to the fact that the German Government has failed to take timely steps to oalance its Budget. Consequently it has been necessary to increase the note issue. The Petit Parisien reports that the 3erman Government has decided formilly to demand a moratorium. The demand will be made immediately if the international loan which Germany needs for aer January payment is refused. Should the loan be granted the demand for a noratorium will be made at the end of lanuary. , The Paris press generally opposes any reparation concessions to Germany. Tho Petit Journal points out that the Reichstag has not even begun consideration of Dr. Wirth's new outlined month? ago. The newspaper considers that Germany is merely trying again to Bscape her responsibilities by means of thi:i creation of .Allied disunion. The Petit Parisien admits that Britain is not actuated by a desire to grant concessions to Germany, and adds that she is simply faci g the .problem of raising the mark in order to avoid the ruin of British commerce. 11 Berlin advices state that as Dr. Rathcnau made his reacceptance of the reconstruction portfolio conditional upon the success of his negotiations in London, i favourable agreement is confidently anticipated. _______
