EXPLANATION TO AMERICA. A. and N.Z. WASHINGTON. Dec. 16.
It is reported that Lord Curzon, Secretary of State for Foreign Affairs, sent a Note to Mr., J. Davis, Unit? States Ambassador to Britain, pointing out that the AngloPersian treaty was necessitated by the contiguity of Persia and India, and indicating that it was considered that the United States had given tacit consent- to the treaty. The Note also called attention to the special relations of the United States and Liberia.
