BUILDING REGULATIONS.
POWERS OF LOCAL BODIES.
The question of the powers of a local body to make by-laws regarding the tuilding of small cottages has been exercising the Devonport Borough Council of late. In a report to the council last evening, the town clerk, Mr. J. Wilson, nuoted opinions by Mr. T. F. Martin, of Wellington, to the effect that a building permit could not be withheld on the "round that the proposed building was only a two-roomed cottage, and was to be erected in a street where the houses were of six or more rooms, provided the building complied with the borough by-laws. The powers of the council were given for securing stability and safety from fire, and cot for regulating the size or character of buildings. Mr. Wilson said that in view of Mr. Martin's opinion, any by-law which the council made on the subject would be held invalid. In the event of the Government passing legislation in the form of a Town-planning Bill, additional powers in this respect would probably be vested in the local authority.
