SURPLUS REPLACES DEFICIT. (Ecccivcd 10.10 p.m.) Boiler. CAPETOWN, Mar. 17. During the Budget debate in the Legislative Assembly the Treasurer stated that it was estimated that owing to the buoyancy of the Customs the year would end with a probable surplus of £110,000 instead of the deficit of £60,000 previously estimated.
