ATTEMPT TO ELECT A PRESIDENT FOR GERMANY.
RESPONSIBLE GOVERNMENT FOE PEACE CONFERENCE. APPARENT CHECK TO THE GROUP OF EXTREMISTS. Banter. (Received 55 \>.xa.) BERLIN, Dec. 20. The National Workmen's Council is considering plans by which the German republic may elect a president on Sunday. It is argued that prompt action is necessary to show the Allies that Germany has a responsible Government when the Peace Conference begins. The general outlook appeare to be that the Spartacus group has been checked. Herr Ebert vigorously acted against the followers of Dr. Liebknecht. Just before the Soviet conference adjourned 30 soldiers created a sensation by invading the meeting-room and demanding that the delegates should immediately vote to disarm and disqualify all officers, and place authority in the hands of the Soldiers' and Workmen's Councils. Their appearance caused a great uproar. The congress finally adjourned in confusion. The episode is regarded as another attempt by Dr. Liebknecht to stampede the congress.
