Confidential documents laid before the Berlin congress show that Herr Ebert and Herr Scheidemann favour a counter-revolution, which Hindenburg is heading. The Berlin congress of Soviets passed a resolution arrogating to its council of six entire political and executive power in the Empire and also Prussia, and the right to appoint and dismiss Ministers. It also passed a resolution abolishing class diiitinctions and titles. A people's league, inaugurated in Berlin on Thursday, chose a committee under Prince Maximilian of Baden largely identical with Herr Ebert's Cabinet. Australian and N.Z.
