ALLIED PLAN TO ESTABLISH ORDER IN RUSSIA.
CAMPAIGN TO COMMENCE ALMOST IMMEDIATELY.
AIM TO RESTORE TRANQUILITY AND SECURITY. Australian and N.Z. (Received 5.5 p.m.) NEW YORK, Dec. 20. The Washington correspondent of the New York Times states that according to diplomatic advices received to-day a definite plan of action with a view to restoring order in Russia is now in progress. It is understood that the President and the allied Premiers have exchanged views on the subjects and military operations will begin with the winter instead of the spring. The paramount need for the stamping out of anarchy and chaos is described as the motive of the plan. Though the expedition will be of a military character it will not be war against Russia, rather an extension of police duty to protect foreign interests as well as civilians. Though the Bolsheviks number upward of 1,000,000, according to latest advices they are not in a condition to offer real resistance. The extent of the military operations has not yet been determined, but it is expected that Japanese, as well as British and French, forces will participate.
