ALLIES TO RESTORE ORDER
PLAN OF WINTER OPERATIONS GERMAN EXTREMISTS CHECKED According to advices received in Washington, the Allies and the United States have agreed on a definite plan of action to establish order in Rnssia. Military operations will be undertaken immediately instead of being delayed till the spring. The campaign will be in the nature of a policing movement to protect foreign interests and civilians. The German National Workmen's Council is endeavouring to arrange for the election of a President of the German Re. public. It is argued that there must be a responsible Govern. nrcnt to face the Peace Conference. Various reports agree that tne stabilising effect of the soldiers' support to the Provisional Government has resulted in the extremists experiencing a definite check, and that their chances of assuming control are vanishing.
