SOCIAL UPHEAVAL POSSIBLE (Reed. 7.40 p.m.) BERNE, Sept. 28. Travellers declare that war weariness in Germany is very noticeable, and a social upheaval is well within the bounds of possibility. Popular irritation against tho dynasty and the General Staff is increasing daily. Further military reverses mx* precipitate a revolution. The rscent stnfcu at Essen, and the violent demonstrations at Kiel and other ports against the departure of submarines are typical symptoms of the trouble. (Received 7.40 pan.) Times. THE HAGUE, Sept. 26. Germany is rapidly despatching lads of 17 to the front. A Dutch authority just relumed from Germany, says that the food difficulties are great, but are not yet so great as to lead to a catastrophe. The people are tough, or they are ignorant and arrogant, and possess a latent force enabling them to avert for a considerable time inevitable defeat.
