ILL-FATED ATTACK.
KAISER SEES IT LAUNCHED.
LONDON, July 25. Recter'B correspondent at Amsterdam reports Writing in the Lokal Anzeiger, Karl Rosner states that the Kaiser watched the Rheims battle on July 15 from a high tower. At three o'clock in the morning, at a shaking table and in the dim light of a small pocket-lamp, the Kaiser signed the following telegram, which was immediately despatched to all the troops:—"His Majesty informs the troops that he has arrived behind the front of the attack, and will watch the battle from a tower. His Majesty's good wishes accompany the troops. His Majesty calls to tho troops with God for the Emperor and Empire.
