AUSTRIAN PEACE MOVES.
DISSENT IN GERMANY. EXPLANATIONS WANTED. A. aod N.Z. BERNE. April 11. All tho German newspapers publish a semi-official Note calling on tho Austrian Government to explain tho Emperor Carl's Alsace-Lorraine letter admitting tho justico of tho French claim. Tho Tagoblatt states that tho Austrian Foreign Offico admits that tho Emperor Carl and other Austro-Hungarians made various attempts to sccuro a general peace. The Austrian Embassy in Berlin officially denies that tho Emperor wroto the letter. Tho German papers declare that a serious disagreement exists between Bulgaria and Turkey, delaying tho Roumanian* peace. They urgo Bulgaria to recognisj Turkey's moderation and her war services.
