SCENES IN THE REICHSTAG
ARRESTS OF CIVILIANS.
MEMBERS* ANGRY PROTESTS

Angry scenes took place when the Reichstag on Saturday debated the question of military arrest of civilians. Members gave a long catalogue of instances of oppression.
Herr Dittruann, a Socialist member, said the military authorities had established a reign of terror and orgies of baseness and villainy. Young girls were arrested and locked up with prostitutes.
Even Government supporters joined in the condemnation of the arrests.
Herr Helfferich, Minister at the Home Office, in a reply -which was constantly interrupted by angry exclamations, was unable to pacify the House, and the sitting was suspended.
The newspapers describe the sitting as one of the noisiest since the war. They bitterly resent Herr Helffetich's offensive tone and the declaration that the Government restricts for the duration of the war the control of foreign policy by the Select Committee of the Reichstag. Herr Helfferich's apology or resignation is demanded.
