RAILWAY AGREEMENT WITH TURKEY SIGNED. (Received September 17. 11.5 p.m.) London, September 17. The Athens correspondent of the Daily Telegraph states that the Turco-Bulgarian railway agreement has been signed. This is taken as an indication that Bulgaria will remain neutral.
