ATTITUDE OF GERMANS.

American bankers have already pledged themselves to take up a large proportion of the AngloFrench loan. The Commission is willing to allow pro-German banks to participate if satisfied that the offers are genuine. German propagandists are organising protests all over the States against the flotation of the loan, but some of the pro-Ger-man New ork bankers are actually resentful because they were not invited to participate.

Mr. R. Lansing, Secretary of State, announces that the loan does not violate America's neutrality, because it is essentially a credit loan for the payment of the allies', obligations in America.

The first formal - conference between the Anglo-French Commissioners and New York financiers concerning the proposed loan* took place to-day, and lasted from four o'clock in the afternoon till midnight.
