The Trade Union Congress passed a resolution to the effect that in view of the importance of war issues to the democracies, the congress approves of the Labour Party's co-operation in recruiting. They favoured the voluntary system, but an unprecedented situation arose demanding more recruits. The majority of the party accepted Mr. Asquith's invitation to co-operate in a national, recruiting campaign. The minority when pressed for their alternative declared for conscription. The president, Mr. Seddon, announced that Mr. Asquith in acknowledging the resolution against i conscription promised to give it the ! most careful consideration.
