NO ANNEXATION. (Received August 15, 5 p.m) London, August 14A message from Berlin states that Or. Liebknecht, the German Socialist leader, writing from the eastern front, gives notice to ask in the Reichstag whether the German Government is disposed to abandon the idea of any annexation of territory whatever, and enter immediately into pourparlers, if the other belligerents are similarly inclined.
