RISING AGAINST CARRANZA.

Bryan, American Secretary of State, that General Carranza, leader of the Mexican Constitutionalists, having given the necessary guarantees, the United States proposes to withdraw the troops from Vera Cruz on November 23. It is reported that General Villa is preparing for another revolution against General Carranza and that a battle is pending.
