NAVAL EXPERT'S OPINION
ENGLAND'S OPPORTUNITY. (Iloceivcd Aujjuat 17, I.SO ».m.) New York, August 15. The American naval authority, Admiral A. T. Mahan, in an interview, said it was incredible that Austria would have taken action against Servia unless she had been assured of Germany's support. Evidently; war had already been determined | upon before Austria's ultimatums to i Servia were issued. Now that the German advance had , been delayed Great Britain had the: power to determine the struggle ori to force the German fleet to fight.' If, however, Germany wins she will be able to dominate the world by her fleet. I Italy might declare war against her' former friends, because by doing so she would improve her position in the Mediterranean. I The Russian fleet is negligible, bub her forts are strong. Modern States, however, cannot afford a war of fleets against forts. Their ships ought instead to be seeking the enemy. I
