THE LAND POLICY.

CHANGING WITH THE TIMES.

Me. H. D. Bell, K.C., was arguing a point of land law before the Appeal Court in Wellington last week, and had reason to refer to the difference of land policy in the Land Acts of 1885 and 1908. ; "The land policy is constantly changing," remarked His Honor the Chief Justice (Sir Robert Stout). "It is not fixed." Mr. Bell: Of course, I must speak with greater respect than a judge on such, a point. * - . His Honor: There is .no disrespect intended. The policy of every progressive community is bound to change. Mr. Bell: The Act of 1887 is gone. , - His Honor replied that the lease in perpetuity had gone. A -different policy was required by a different time. Mr. Bell: I cannot , speak with such authority as Your Honor on that point. Mr. Justice Chapman: Every economic Act contains .compromises and necessary inconsistencies. Mr. Justice Edwards: Every man has his nostrum, and when one fails he tries another. Mr. Justice Denniston: Sometimes., he tries both, and tries them both together.
