AN AMERICAN OFFER.
COST OF TWENTY MILLION By Telegraph.— Association.— Copyright. (Received August- 20, 1.10 a.m.) London, August 19. It is stated that the Porte is favourable to an American offer to construct a railway from Angora, in Asia Minor to Vah, via Sivas and Kharput, with brandies in the Mediterranean. The syndicate asks for a guarantee i of 4 per cent, on the cost and 1 per j cent, for amortization, with tithes j from six vilayets as security, also the right to exploit mines and oil fields in the zone for 20 kilometres on each side of the line. The scheme involves the outlay of £20,000,000.
