IMMIGRATION RESTRICTION. By Telegraph.— Association.—
New York, January 14. AH apparently inspired statement published in Washington declares that the Department of Commerce is not yet completely convinced of the sufficiency of Japan's proposed measures to restrict coolie immigra tion to the United States.
It is added that the State departmental officials feel that it is not easy to convey to Japan, even bv suggestion, the desirability of amending her plans, fearing to wound the nation's pride, hence the delay in preparing the proposed Note to be furnished to the Japanese Government by Mr. O'Brien (the new Ambassador to Japan). Perhaps it will be necessary to await the arrival of Count Takahira, the new Ambassador from Japan to Washington, in order to complete the negotiations:
