PETERS.

Berlin, July 3. The Socialist newspaper, the Munich Post, has been fined £25, with heavy costs, for libelling Dr. Carl Peters. The papers have revived the stories .of atrocities attributed to Dr. Peters in German East Africa in 1891', calling him a! cowardly murderer.
Dr. Karl Peters, the.famous African explorer, founded German East Africa in 1885, continued his annexations till' 1888, and was commander of the German Em in Pasha relief expedition of 1889-90. Between 1891 and 1893, during which Peters was Imperial High Commission: l !- for German East Africa, he was submitted to much criticism for the severity of his administration. He was attached to the Colonial Office of Berlin from 1893-95.
