IRISH REFORM BILL

' , ', , . London, May 8. In the House of Commons yesterday the Secretary - for Ireland submitted his Irish Reform Bill. It is styled the "Administrative Council (Dublin) Bill." -
He remarked that; it did not contain nor had it any touch or trace or hint or suggestion of any new legislative power or authority. He added that the British Parliament would remain majestically unaffected by its provisions; . The Nationalist leader (Mr. Redmond) received the measure with qualified approval. He said he disapproved of the nomination of members of the proposed Council, but accepted it in the hope of allaying the fears of the minority. He withheld his final judgment of the Bill, but would not repel any device for lessening his countrymen's sufferings. " .• ' >
• The Irish. Unionists vehemently denounced the measure, and predicted religious strife, and said the minority of the people of Ireland would be at the mercy ; of, the permanent Catholic majority.
After the closure had been applied the Bill was read a'first time by 416 votes to 121. .'. • \

The Times-says that.Mr. Birrell's Irish Government Bill will deal solely ; with matters of administration, and will confer no legislative powers on Ireland as distinct from the United Kingdom generally.
