WHAFGAREI BOROUGH COUNCIL.
[BY TELEGRAPH.—OWN" CORRESPONDENT.] Whangarei, Tuesday. The first meeting of the newly-elected Borough Council was held on Monday night, the members, who were all present, comprising';: the'! Mayo- (Mr. H. Weaver), and Messrs. Chadwin, Dent* Harrison/ McLeod, Jack, and Steadman. ; '- Mr. T. F. Martin, solicitor, replied to a stated case respecting the obligation of the frontages in Second Avenue, paying half the cost of road and footpath formation. ;: '•■ ■'-' He was of opinion that there is no power requiring frontages to pay half the cost of - kerbing, though half the cost of channelling could be collected.- Mr. Jack's notice, " That tenders be called for the formation ' of the road, with metal ..to the width of 10ft,'.' was strongly opposed by Mr. Steadman. The motion was lost. Mr. A. H. Mason,, in answer to the Council's request, said he was prepared to act as the' borough , representative at ■' the • Assessment Court on' the 10th inst. ;-'"• •

Mr. ■: J.; McKinnon asked to be relieved of his duties as , returning : officer after the ■ fire district poll on- the 15th inst., as he, being town clerk,:: was-; placed in an invidious position.' During the .14> years in -. which ' he had : acted as returning officer \lB vari,ous, polls; had been taken, pone of which " Wd "Seen"fnriiaily' questioned. 5 " ; .fhe ; Couh-, cil resolved to grant the request. ; ,'; In dealing with ' the accounts, two ; items 'of £5 each,, charged for Aisits by Mr. Metcalfe ,'in connection .with- the -drainage schemes, were challenged by Messrs. Harrison and Steadman. • As an amendment to the Mayor's motion, "That the items, be ; passed," ■>■ Mr. Harrison % moved, ■''.. " That Mr. Metcalfe's account be reduced.by £10." This was carried. by four votes to three. ,V;~ ".' The following,committees were duly appointed: Legal and . Finance, the Mayor, Messrs.. Chadwin,-Steadman; and -Jack Streets, Messrs. ;Chadwin, ; Dent, and MteLeod; Cemetery, Messrs. Harrison and Mc--Leo'd; ". Waterworks and; Fire ; > Brigade, Messrs. ■':-'. Harrison and Steadman. ; ; The Mayor and Mr. Jack were appointed to sign cheques. • • r ' : ' Mr. Harrison gave notice of motion for next meeting, "That ': the Council proceed with as little delay/as possible to ! lay down drains for sewerage in Cameron-street, from Doctor's Creek to the bank corner; in Bank-street, from the bank; corner to the Commercial Hotel"; in Walton-street, from Cameron-street •X to y Vine-street; \ and in Vine-street,'.; from Walton-street ;to ,'- Bankstreet.' That the discharge flow? into -the septic .tank: to be constructed at the most favourable r point before reaching tidal waters,.and-that the effluent from the tank discharge direct into the creek through a cast-iron sealed. main ; that the; committee consult with the . borough engineer as to'the estimated cost, and submit the result to a special meeting at an early date."
