KAISER ISSUES NEW INSTRUCTIONS.
By Telegraph.—Press Association.—Copyright. (Received January 28, 9.38 p.m.) Berlin, January 28. The Kaiser has directed that there shall not be prosecution for lese majeste where it is clear the offence was committed in ignorance, or thoughtlessly and without malice.
