Mr. Moor accepted the Premiership in November, but it was discovered in December that be could not hold a seat in Parliament, as ho was a sleeping partner in the tirin of Nealo and Co., who had Government contracts. He resigutiilWiis seat on December 20, but has continued to perform the duties of the Premiership..

London. January 28. Reuter says the first stage of the workmen's elections for the National Duma has been completed so far as St. Petersburg is concerned, and that practically all the successful candidates are socialists.
A previous cablegram paid that the majority of tin* electoral delegates chosen were Social Democrats, who preferred political to revolutionary methods. Wo assume that the word "socialist-;*' in the cablegram means Social Democrats.
