Berlin, January 27. In the German general election final results have been readied in 237 constituencies and the state of parties now is : Conservatives, 41 ; Imperialists, 10; Poles, 18; Centre, 89 National Liberals, 20; Socialists, 29 ; Radical People's Party, 6 ; other groups, 29. There; are to be 160 second ballots, and in these cases the candidates now heading the list are: 29 Conservatives, 31 Centre, 58 National Liberals, 27 Radical People's Party, and 92 Socialists. Very heavy polls have been recorded. The Centre party maintained its ground while the Socialists have lost 19 seats to Conservatives, Liberals, and Radicals.

It is probable* that Prince Bulow will have a working majority of Conservatives and Liberals on national issues, and of Conservatives and Clericals on religious and economic matters.

The defeat of the Socialists is attributed to their over-confidence. Whether the Socialist party has been completely wrecked depends upon the attitude of the Centre parly voters in the second ballots.

The Conservatives at present have won seven and lost two seats ; the Free Conservatives and the Centre have each won two and lost four seats ; the National Liberals have won nine and lost nine ; the Radicals have won four and lost two; the Socialists have won one seat, at Mulhausen, and lost 20 The Guelphs have lost three seats.

The second ballots take place on February 5.

The Socialists have lost severely in the urban constituencies. Including Konigsberg, Breslau, and East and West Magdeburg they have lost six seats in Saxony and two in Wurteruburg.

It is expected that even after the second ballots they will not return more than 15 to 50 all told.

Socialists have been elected outright with heavy majorities in all the Berlin constituencies, except the first.

Messrs. Singer, Leoebour, Bebel, Vollmar, Auer, Schwarz, Stradthagen, and Zuebil are among the Socialists elected.

Bassermann and Heyl, of the National Liberals ; Spahn, Erybergor, Roren, and Schadler, of the Centre party ; Kantz, Stollberg, Krocher, and Normann, Conservatives, also are elected.

The Kaiser's victory at the polls was immediately followed by the startling announcement of the early completion of the alteration to five shipyards, rendering them capable of building 25,000-ton battleships.

Herr Dernberg says that Prince Bulow will be able to snap his fingers in the Centre's face.

There are 397 seats in the Reichstag. At the last general election, in 1903, the members returned included 52 Conservatives, 20 Imperialist l !, 50 National Liberals, 100 Centra (Catholic), 80 Social Democrats, 15 Poles, and 20 Radicals of the People party. It was a combination of the Centre, and the Social Democrats and the Poles, and other small groups that caused the recent defeat of the Government. Previously the Government had depended for support on the. Centre and the National Liberals.
