JAPANESE COMPLAINS AGAINST RUSSIA. Tokio, September 17.

Several Japanese journals express regret that Russia continues to discriminate against the Japanese in. regard to the trade of Northern Manchuria and Vladivostok.

A cablegram in yesterday's Herald said the Japanese were complaining that Russia had not opened ports in Northern Manchuria to foreign trade in the same way as Japan had opened ports in Southern Manohuria. While the count, was in a bathhouse near Wiesbaden, a Russian student named Roseberg rushed at him and tried to strike him. When arrested, a revolver and a dagger were found in Koseberg's possession.
