(Received February 6, 8.44 p.m.) London, February 6. The Russian Government is urging the Chinese Government to open Manchuria on equal terms to all nations.
Russians are applying for mining concessions in Mongolia, and commercial privileges in Chinese Turkestan.
The Chinese fear that the Russian line of advance will now be diverted from Manchuria to Mongolia and Chinese Turkestan. The Government at Pekin, therefore, is strengthening its relations with the Mongolian princes and people.
