CAUCASIAN REBELLION DECLINING. By Telegraph.—Pk»m Association Copyright. London*. January 26. Reuter's St. Petersburg correspondent says the evolutionary movement in the Caucasus is declining. A congress of Polish revolutionists, held in Finland, has resolved to discountenance further --evolutionary action until April 14, when the struggle will be resumed by the peasantry. RELIEF WORKS. BALTIC TO BLACK SEA CANAL. (Received January 26, 1" p.m.) St. Petersburg, January 26. The Russian Government, is considering the initiation of vast public works for relieving the starving peasants. I An American firm has offered to ] construct the proposed Baltic-Black ! Sea Canal from Riga to Kherson at a cost of £40,000,000 sterling. It was reported in 1904 that an American syndicate had offered to build the canal for £32.000,000, which is one-third less than the official estimate. The scheme is to begin the canal at Riga to the Dneiper River and then to use the river to Kherson, on the Black .Sea. The total distance from sea to sea is 1000 miles.
